Charles K. Phillips, MD
After earning his medical degree from the Medical College of Virginia at Virginia Commonwealth University in 1995, Dr. Phillips completed family medicine residency training with Riverside Health System in Newport News. He is board-certified by the American Board of Family Medicine.
Because he wanted to take care of patients of all ages, Dr. Phillips chose the specialty of family medicine and its broad spectrum of health care challenges. His extensive expertise includes an aptitude for performing minor surgeries in the office, including skin tag removal, skin biopsies and ingrown toenail excisions.
In practice for 20 years, Dr. Phillips is an experienced physician named as a “Top Doc” by Coastal Virginia Magazine. He intentionally approaches his patients with kindness, active listening and respect for them and their time.
Meenal D. Dwyer, MD
Dr. Dwyer earned her medical degree from the Temple University School of Medicine in Philadelphia. She completed family medicine residency training with Riverside Health System in Newport News in 2006. Dr. Dwyer is board-certified by the American Board of Family Medicine.
Enjoying interactions with people in all different stages of life, Dr. Dwyer especially treasures the opportunity to know and care for multiple generations of families. Her medical philosophy goes beyond “saving lives,” rather, she believes her purpose is to empower her patients to lead healthier lives. To accomplish that goal, Dr. Dwyer strives to take time to understand her patients’ goals and priorities through clear and honest communication.
Experienced in the full spectrum of family medicine, Dr. Dwyer has particular expertise in performing skin biopsies, skin tag removal, ingrown toenail removal, routine joint injections and routine gynecologic care. She is a strong advocate of preventative medicine.

Krystyna Caratachea, DNP
Dr. Caratachea graduated from Louisiana State University as a Registered Nurse in 1981. She later earned a Bachelor of Science in Nursing, a Master of Science in Nursing and a Doctor of Nursing Practice—all from Old Dominion University. Dr. Caratachea is board-certified as a Family Nurse Practitioner by the American Academy of Nurse Practitioners Certification Board.
With 37 total years of nursing experience, including 17 as a Family Nurse Practitioner, Dr. Caratachea offers a wealth of expertise to her patients. She has completed the highest possible level of training by attaining a doctorate degree in nursing practice, yet she continues annual professional development to ensure clinical competency. She also provides preceptorship to Nurse Practitioner students.
Dr. Caratachea loves the diversity of family practice and has a special interest in women’s health. Sharing Riverside’s philosophy of caring for others as we would care for those we love, she believes in listening to her patients and establishing lasting relationships with them. Dr. Caratachea loves caring for others and feels that that going to work every day is the greatest gift.
Priscilla A. Bullen, FNP-BC
Priscilla earned a Bachelor of Science in Nursing from the University of Wisconsin-Milwaukee and a Master of Science in Nursing from Hampton University. She is board-certified as a Family Nurse Practitioner by the American Nurses Credentialing Center.
Priscilla has more than 20 years of nursing experience, including 10 years in a U.S. Army Reserve combat support hospital. Today as a Family Nurse Practitioner, she enjoys lasting relationships with patients and families while working on their long-term health goals. Her areas of special interest include asthma management, acne management, cardiovascular disease, obesity, Nexplanon insertion, birth control counseling, women’s health and collaborative diabetes management.
Priscilla believes that effective listening is key to understanding patients’ needs and goals. She treats her patients with the utmost respect and without judgment, in hopes that they will feel comfortable discussing any physical or emotional issue. To support patient autonomy, Priscilla also maintains openness to alternative and homeopathic treatment options in addition to traditional medicine.
