RSH leadership V2

Riverside Smithfield Hospital (RSH) is proud to announce the appointment of Dr. Justin Billings as the first-ever Chief Medical Officer (CMO) and Michelle Wooten as the first-ever Chief Nursing Officer (CNO) for RSH. The recruitment effort for these two positions was marked by outstanding candidates, especially among internal applicants, making the final decision particularly challenging and underscoring the confidence in the leaders selected. Dr. Billings and Michelle Wooten bring a wealth of experience, dedication, and vision that will be instrumental in shaping the future of RSH and delivering exceptional care to the community.

Dr. Justin Billings, Board Certified in Internal Medicine, joined Riverside in 2019 and has been a dedicated hospitalist at Riverside Regional Medical Center (RRMC). He currently serves as the Associate Medical Director of the Hospitalist Service at RRMC and has demonstrated a commitment to excellence in patient care and clinical leadership throughout his time at Riverside. His leadership will be pivotal in developing and guiding the medical teams and ensuring the highest standards of care at RSH.

Michelle Wooten, MSA, BSN, RN, currently serving as the CNO of Riverside Doctors’ Hospital Williamsburg (RDHW), brings 30 years of nursing leadership experience and a deep passion for patient-centered care. Her vision and expertise will be crucial in supporting the nursing team and enhancing the quality of care provided at RSH. Wooten's dedication to nursing excellence and her strategic insight have been vital in driving positive changes in patient care practices.

"As we continue to build Riverside Smithfield Hospital, the expertise and leadership of Dr. Billings and Michelle Wooten will be invaluable," said Mike Dacey, M.D., President and CEO of Riverside Health. "Their commitment to patient care and their vision for the future align perfectly with our mission to provide exceptional health care services to Smithfield and the surrounding communities.

In the coming months, both Dr. Billings and Ms. Wooten will remain in their current roles until their successors are appointed. During this transition period, they will actively participate in RSH planning, development, and hiring, offering invaluable expertise in their respective fields.

"We are thrilled to welcome Dr. Billings and Michelle to their new roles at Riverside Smithfield Hospital," said Jessica Macalino, President of Riverside Smithfield Hospital. "Their leadership will be instrumental as we continue to grow and prepare for our opening in early 2026."
